"Keçecizâde İzzet Molla, ‘a man who left his mark on his era,’ was one of the most important intellectual architects of the state’s reform and transformation movement initiated by Mahmud II in the first quarter of the 19th century. This study seeks to paint a portrait of Keçecizâde İzzet Molla by examining his fascinating life story, which was occasionally marked by exile; how he carried out his challenging government duties; and the works he authored on various subjects. In constructing this picture, the focus is not only on his colorful life but also on a memorandum within his body of work that is of extreme importance yet has gone largely unnoticed. Izzet Molla’s second memorandum, or A Memorandum in the Form of a Memorandum, is a collection of proposals concerning state administration, public bureaucracy, and the reorganization of the state in various fields. Comprising an introduction and twelve independent chapters, the memorandum addresses various topics (more or less related to one another) within a specific logical sequence and puts forward views on their solutions.
