New Duties for TÜBA Members

With the Presidential decree published in the Official Gazette dated August 1, 2023, TÜBA Full Members Prof. Dr. Hasan Mandal, President of TÜBİTAK, was appointed as a Member of the Council of Higher Education, Prof. Dr. Osman Bülent Zülfikar was appointed as the Rector of Istanbul University, and Prof. Dr. Süleyman Kızıltoprak, Advisor to TÜBA President, was appointed as the Rector of Kütahya Dumlupınar University.

Who is Prof. Dr. Hasan Mandal?
Born in 1965 in Eskişehir, Türkiye, Dr. Mandal received his bachelor's degree from METU, Department of Metallurgical Engineering in 1987 and his PhD degree from Newcastle University in 1992. He worked as a research assistant at Newcastle University between 1992 and 1994 and as a visiting researcher at Karlsruhe University with the Alexander von Humboldt Postdoctoral Research Fellowship between 1997-1998. In 1994, he joined Anadolu University, Department of Ceramic Engineering as an Assistant Professor. He was promoted to Associate Professor in 1996 and Professor in 2001. Prof. Mandal has more than 100 publications, 65 of which have been published in SCI journals and more than 750 citations, with an h factor of 15. He is the editor of 5 congress proceedings books and also has 3 international patents. With 6000 members, Prof. Mandal is a member of the Standing Board and Council of the European Ceramic Society, a Council Member of the International Ceramic Federation and a consultant to the World Innovation Foundation (WIF) headquartered in the UK. He was recently elected as a member of the World Academy of Ceramics (WAC) and is the only Turkish member of WAC. Prof. Mandal has been working as the Director of Research and Graduate Policies at Sabancı University since March 15, 2011, leaving Anadolu University, and as the Vice Rector of Sabancı University since January 2012. Prof. Mandal is currently the Coordinator of YÖK-Bologna Experts National Team; Member of YÖK-National Qualifications Commission, Member of the Board of Directors of GOSB Teknopark, Member of the Board of Directors of İnovent A.Ş., Vice President of ÜSİMP (University-Industry Cooperation Centers Platform), Coordinator of Teknopark Istanbul Academic Platform, Member of the Executive Board of TÜBİTAK, Technology Transfer Mechanisms Support Group (TEMEG), Member of the Board of Directors of European Ceramic Association. He is also a founding member of MDA İleri Teknoloji Seramikleri Ltd. which was established in Eskişehir Technology Development Zone with 3 other faculty members from the University. Prof. Mandal left Anadolu University as of March 15, 2011 and served as the Director of Research and Graduate Policies at Sabancı University, Vice Rector of Sabancı University between January 2012-2018 and Acting Rector of Sabancı University in 2018. Since 2022, Prof. Dr. Hasan Mandal has been the Chairman of the Board of Directors of the World Association of Industrial and Technological Research Organizations (WAITRO) and since 2018 he has been the Vice Chairman of the Presidency of the Republic of Türkiye Science, Technology and Innovation Policy Board.

Since 2018, Prof. Mandal has served as the President of the Scientific and Technological Research Council of Türkiye (TÜBİTAK) and was elected as a Member of TÜBA in 2015.

Who is Prof. Dr. Osman Bülent Zülfikar?
Bülent Zülfikar graduated from Istanbul Haydarpaşa High School in 1975 and graduated from Istanbul Faculty of Medicine as a medical doctor in 1981. He continued his specialization in the Department of Pediatrics, which he believed was suitable for his personality. In 1986, when he became a Pediatrician, his interest in hematology and cardiology led him to direct his academic life towards the field of hematology due to the existence of the compulsory service law. While working at the Bizim Foundation for Children with Leukemia, he had the opportunity to work with well-known scientists of our country and the world in every field of medicine. In 1991, he became an Associate Professor in Pediatrics. As the youngest of the academicians he worked with, he managed the Pediatric Hematology - Oncology Department service for 1 year. In the same year, his work on Hemophilia in London introduced him to the world of Hemophilia. At the end of 1992, together with his colleagues, hemophilia patients and their relatives, he founded the Hemophilia Association of Türkiye, of which he is still the president. In 1993, he studied Mediterranean anemia in London and "Bone Marrow Transplantation" at the University of Chicago. He became a Blood Diseases Specialist in 1994 with his thesis on "Childhood Chronic Myeloid Leukemias". Dr. Zülfikar worked as the Head of Health Department in Istanbul Metropolitan Municipality between 1994 and 1997. He established the Istanbul Health Platform, the Directorate for Disabled People, the Directorate of Sanitary Hygiene and Sağlık AŞ. With voluntary organizations, he ensured the solution of many problems that are closely related to the health of the city and its people, such as food safety, air and water cleaning, pest control, hepatitis B vaccination program, participation of disabled people and those with chronic diseases in urban life, dissemination of mobile health units and many similar problems. He pioneered the public health programs of private TV channels, which became widespread in these years, and was a speaker on child health, environment and school health every week for 2 years.

In July 1997, he returned to Istanbul University as an associate professor of pediatrics. He realized many firsts in our country regarding the treatment and follow-up of Hemophilia Disease. In 1999, he returned to the University of Chicago Children's Hospital, where he worked on pediatric blood diseases and tumors.

In 2000, he became a professor. Since 2002, he accelerated his pediatric health and diseases services in the private health sector. In his practice, he offers diagnosis and treatment to patients coming from other cities and abroad as well as Istanbul residents, and provides parents with services to prepare their children for life in a healthier physical, social and spiritual way.

His weekly TV program as a pediatric health and diseases expert guest between August 2003 and October 2006 broke viewer records. She made great efforts to restructure the view of children based on love instead of fear. He was appointed as a member of the Council of Higher Education in September 2004. He successfully served as the Congress President of the World Hemophilia Congress held in Istanbul in 2008 by the Hemophilia Association of Türkiye, of which he was the President.

He provided consultancy services to various organizations, especially the Ministry of Health and the Red Crescent. Prof. Dr. Bülent Zülfikar, who has received numerous awards from non-governmental organizations, local governments, private health enterprises and universities, has a total of 25 books, 9 on Child Health, 5 on Blood Diseases, 11 on Urban and Community Health, 130 articles and 411 presentations published in Türkiye and abroad. He has been awarded. Finally, Prof. Zülfikar, who is also the Head of the Department of Pediatric Hematology-Oncology at Istanbul University Oncology Institute, was elected as a Full Member of TÜBA in 2012.

Who is Prof. Dr. Süleyman Kızıltoprak?
Born in 1968 in Giresun, he graduated from Boğaziçi University, Department of History in 1995. In 1997, he received his master's degree from Mimar Sinan Fine Arts University and in 2001 he received his doctorate degree from Marmara University. Between 2013 and 2018, he served as Deputy Coordinator of Tunisia Program Coordination Office (PCO) and PCO Coordinator of Libya, Uzbekistan and Hungary at TIKA.
