An Academic Approach to the “One Nation, Two States” Concept from TÜBA
TÜBA has published the book *Azerbaijan and Türkiye in World Politics*, which fills a significant gap in the field of international relations. The study, which examines the relations between Türkiye and Azerbaijan through a multidisciplinary approach, comprehensively analyzes the two countries’ positions within the global system from historical, cultural, political, and strategic perspectives. Published in collaboration between TÜBA and the Azerbaijan National Academy of Sciences, the work re-establishes academic solidarity between the two countries.
Compiled with contributions from 30 scholars and comprising 25 chapters, the book examines Türkiye-Azerbaijan relations within a broad framework. Topics such as historical background, identity construction, leadership, positioning within the international system, security policies, and regional cooperation are explored in depth.
The study also evaluates the regional and global influence of the two countries through topics such as energy security, the Middle Corridor projects, the role of the Organization of Turkic States, and cultural diplomacy. In this regard, the work is not merely an academic study but also a comprehensive analysis revealing how the Türkiye-Azerbaijan partnership is taking shape in the changing world order.
President Şeker: “Scientific cooperation is the key to peace and stability.”
In the foreword to the publication, TÜBA President Prof. Dr. Muzaffer Şeker highlighted TÜBA’s approach, which prioritizes scientific output and international cooperation, noting that this work is a strong reflection of that vision. Noting that relations between Türkiyeand Azerbaijan are shaped by a shared history, culture, and intellectual heritage, Prof. Dr. Şeker emphasized that these ties go beyond ordinary cooperation.
President Şeker stated that the concept of “one nation, two states” is not merely a slogan but a concept that must be thoroughly examined academically, noting that the TÜBA International Relations Working Group has made significant contributions in this regard. He pointed out that cooperation among scientific institutions holds critical importance in a period of increasing global uncertainty. He stated that TÜBA is committed to strengthening international academic relations in this regard.
Highlighting the importance of the work, the Academy President noted that the study not only analyzes the current situation but also offers a perspective for the future, stating, “This work demonstrates that collaborations shaped by shared values and scientific rigor can serve as a model for other regions as well.”
Habibbeyli: “Relations have reached the level of an alliance.”
In his assessment, Academician Isa Habibbeyli, President of the Azerbaijan National Academy of Sciences, stated that relations between Türkiye and Azerbaijan have developed on the basis of brotherhood throughout history. Emphasizing that these relations have entered a new phase, particularly following independence, Habibbeyli noted that the “one nation, two states” concept put forward by Heydar Aliyev has evolved into a strategic framework.
Habibbeyli stated that the common stance demonstrated by the two countries on international platforms has yielded significant results in terms of global balances, adding that Azerbaijan and Türkiye are increasingly demonstrating stronger cooperation at both the regional and international levels. Noting that this process has been elevated to the level of alliance through the Shusha Declaration, Habibbeyli emphasized that the work in question is a scientific product of this strong partnership.
Habibbeyli emphasized his belief that the work would further strengthen the deep-rooted relations between the two countries and thanked all the scholars who contributed to its creation.
Emphasis on Multidimensional Analysis
In the foreword, the book’s editors, Prof. Dr. Şener Aktürk and Prof. Dr. Ali Balcı, noted that Türkiye-Azerbaijan relations are too deep and multifaceted to be explained by ordinary bilateral relations. Noting that the modern state-building processes of the two countries have developed in tandem, Prof. Dr. Aktürk and Prof. Dr. Balcı emphasized that relations gained new momentum following the dissolution of the Soviet Union and have since evolved into a multidimensional alliance.
Noting that today’s international system has evolved into a multipolar structure, they stated that the partnership between Türkiye and Azerbaijan has become a stabilizing force within this new order. They highlighted the importance of the study’s analysis of this relationship not merely through emotional ties, but through strategic, institutional, and geopolitical dynamics.
